South Tucson is its own incorporated city, about a square mile of it, and the houses are considerably older and smaller than what went up around Tucson in the decades after. A lot of these homes predate the materials the rest of the metro takes for granted.
That shows up first in the water. Galvanised steel supply lines are still in service in plenty of these houses, and galvanised does not fail cleanly. It corrodes from the inside out, so the pipe narrows for years before anything leaks. Pressure drops across the whole house, hot water arrives slowly, and rusty water shows up after the line has sat overnight.
Replacing a section rarely fixes it. New pipe joined to old galvanised just moves the restriction along, which is why the honest answer on a badly scaled system is often repiping the run rather than patching it again.
